One dead, five missing as bridge over Tawangchu snaps
ITANAGAR, Oct 3: One person is reported dead while four women and a three year old child are missing after a Wire Rope Foot Suspension Bridge at Khetnallah over Tawangchu river connecting Gyamdong village collapsed when two wire rope snapped from the anchor bolt while seven persons were crossing over it on Oct 2.
The dead has been identified as Langha Drema, (31).
One person miraculously made it to safety as he hold on to the dangling suspenders and was later saved by the locals, according to sources.
The district administration has identified the missing persons as Tashi Yangchin (21 years), Thutan Yangzom (21 years) , Nima Chongzom (27 years), Dorjee Chozom (23 years) and a three year old Tenzin Phuntso. All the missing people are from Gyamdong village.
The search and rescue operation has been pressed into action. The personnel of Police, SSB, Administration and locals are searching Lumla and beyond to locate the missing persons.
The bridge under the PWD Jang Division was under construction and “not ready for use”, said an official release.
The administration is tight lipped on why a bridge collapsed even before completion and why warnings were not put in place if it was still under construction. According to unconfirmed reports reaching here, the construction of the bridge has been completed but not yet commissioned.
However, officials refuse to divulge any details on the status of the bridge.

ITANAGAR, Oct 3: BJP has hit out the All India Congress Committee and its Chairperson Sonia Gandhi for the chaos in Arunachal.
“Since last 4 months, half of the Congress Legislators, 4 Cabinet Ministers, Parliamentary Secretaries and MLAs are camping in Delhi to change their leadership. It is a Congress internal matter but the people of Arunachal Pradesh are suffering. All the developmental activities are at standstill and the law and order problems are increasing day by day. The AICC and Sonia Gandhi are solely responsible for the crisis in Arunachal Pradesh” said BJP General Secretary Tapir Gao in a press statement.
“Half of Congress legislators are in five star hotels in Delhi with the nexus of the AICC, Northeast underground groups are also involving, which is a great threat to Arunachal Pradesh and the nation”, it said while adding that with three countries at its borders, Arunachal is a state which has to be governed with a stable government.
“One wonders why the central Congress leaders are keeping quiet and not taking immediate action against their legislators who are not attending their duties since last four months. AAPSU question NIT, NERIST appointments
ITANAGAR, Oct 3: All Arunachal Pradesh Students Union (AAPSU) has expressed displeasure over appointment of Prof CT Bhunia and Prof Dipankar Pal as director of NIT and NERIST respectively. In a release AAPSU stated that both of them are presently associated with private colleges and their selection as director of Arunachal’s prestigious institutes do not stand good.
While professor CT Bhunia is dean (Academics), Haldi Institute Technology which is affiliated to West Bengal University of technology, Prof Dipankar Pal is former principal of BC Roy private college also affiliated to West Bengal University of Technology.
“Both the director designates of NERIST and NIT are not from institutes like IIT, NIT, Central University or any deemed university. Terming the move as undermining the tribal communities of state, Union said that Ministry of human resource and development is not serious about development of technical education in Arunachal Pradesh and has given step motherly treatment to the people of Arunachal.
AAPSU President Takam Tatung in a release said that, “Most of the NITs across country are headed by professors with established career from prominent institutes like IIT or central universities with engineering faculties or at atleast with NITs. Therefore we want newly established NIT Itanagar to be shaped by an established academician from national institute like IIT, NIT or central university.”
In regards to NERIST, Tatung said, “NERIST in the past has already witnessed so much turbulence because of inapt directors; therefore concern authorities should be very careful while selecting new director. As NERIST is deemed university, it must be headed by senior professor from a national institutes like IIT, NIT, Central university or at least from a deemed university.”

DIET remains cut off for many months

“The matter was appraised of and discussed with higher authorities of education department in the meetings of DIETs and DRCs on July 19 at SIE, Itanagar with authentic photographs of the damaged of approach road and the boys’ hostel building of DIET. Inspite of several approaches to higher authorities there was no action or visit to the institution by any higher officials of education department so far,” said DIET principal Gania Leij in a release today.
He further said inspite of several requests to the executing agency for renovation of approach road at least for two and four wheelers, the concerned authorities did not pay attention to solve the burning problem.
“Needless to say that the whole matter was also intimated to the Capital DC for needful action but no one pay heed to the appeal of DIET authority”, the principal regrets.
However, the DIET authority hoped that the concerned authorities would take all possible steps immediately in order to solve the burning problem at the earliest.

KGBV shines at folk dance competition
ROING, Oct 3: The Kasturba Gandhi Balika Vidyalayas (KGBV) emerged winner in the state level folk dance competition held at Itanagar on Friday, organized by the Adolescence Education Cell of the State Institute of Education.
The first position was bagged by KGBV from East Siang district, followed by KGBV Hunli of Lower Dibang Valley district. Ten schools from different parts of the state took part in the competition.
The theme of the dance competition was on population education, which is a part of the national folk dance competition conducted by the New Delhi held through out the country. Its aim is to sensitize and develop appropriate life skills among the students on various population issues.
Elated by the success of KGBV Hunli, the headmaster of the school Jimpo Linggi said it is a reward and recognition of the sincere and dedicated services done by the teachers in tough and remote place like Hunli.
The KGBV Hunli is the lone residential school for girls in the Lower Dibang Valley district and is run by Abralow Memorial Multipurpose Society (AMMS).
“This success will boost the moral and confidence of the teachers and students to perform better and excel in near future,” said Linggi.

ITANAGAR, Oct 3: Awareness Programme on Food Processing was organized on September 30 at Veterinary Council Hall, Directorate of Animal Husbandry & Veterinary, Nirjuli. Silver jubilee cum college week celebration of IGGC begins

He was serving as Assistant Teacher at Meyaba Residential ME School under Nacho Circle and is survived by his wife, four children and two brothers.

ITANAGAR, Oct 3: All Nyishi Students’ Union has condoled the death of Late Chohan Kino, Editor of DNGC magazine and student of B A III year, Dera Natung Government college Itanager. He died following a road accident when two motorcycle collided at capital Complex on Oct 2.
The Union appealed to the youth to drive carefully in capital region and obey traffic rule in order to avoid accident.
Accident occurs in capital complex involving youths due to careless driving, it said as it appealed to the youths to use helmets and stop mixing driving and drinking.
The Union urged the deputy commissioner of capital complex to deploy patrolling duty to check rush driving.

ITANAGAR, Oct 3: The Arunachal Pradesh Indigenous Tribes’ Union (APITU) today expressed surprise about the media reports on law and order situation in Arunachal Pradesh as revealed by Home Minister Takar Marde on the floor of State Legislative Assembly on Sept 24.
There have been several instances of breach in law and order across the state like kidnapping, murder, rape (in Vijaynagar), shooting and assaults including law and order problems in Aalo, Pasighat, Roing, but the Home Minister failed to mention and attend to, the Union said. The union further said that the minister did not mention the overall situation of the State and the steps taken by the Govt to tackle law and order. The minister should voluntarily step down ‘as he failed in all fronts,’ it added.
The Union alleged that only focus was the Pradeep Thakur issue and its subsequent ramifications particularly in context of the agitation launched by the NES and the ANSU as if this was the only issue worth discussing in the Assembly. Instead of trying to put balms on hurt sentiments, his report clearly projects Nyishis as problematic, the Union claimed while adding that “ his report had categorically stated that common Nyishi people were involved in the violence that occurred during the last ANSU bandh in the state capital…. This reflects the present govt’s divisive politics and seclusion of the Nyishi community from the mainstream”.

KVK conducts training
Pasighat, Oct 3: One day training on Value Addition of Lime and Lemon was conducted by KVK, East Siang, Pasighat, College of Horticulture and Forestry for the farmers from Bodak Village and Bodgging Ane Self Help Group. The programme was conceptualized seeing the heavy loss of horticultural crops during peak season. Processing is therefore indispensable to facilitate preservation. Taking into consideration the problems faced by the farmers the training was conducted with a view to ensure optimum utilization of raw materials thereby reducing the wastage and also open up additional source of income contributing to the economic independence and confidence of the women folk. Practical demonstration was given by Th. Eloni Vida, SMS, Home Science on preparation of processed products from lime and lemon.
Toge Riba, SMS, Plant protection briefed the trainees regarding the importance of value addition and how loss can be prevented by simple processing even if it is at household level. The trainees were also taken for field visit in various horticultural farms of the college.

ITANAGAR, Oct 3: All Nyishi Youth Organization (ANYO) has supported the demand of the Nyishi Elite Society (NES) for resignation of Chief Minister for alleged failure of the Govt to deliver the services to the people of the state.

EDP for rural tribal women
Tezu, Oct 3: The Weeklong Rural Entrepreneurship Development Program (REDP) on Soft toy making and Embroidery for Rural tribal women of Tezu concluded today at Changliang village in presence of the Village elders and PRI representatives.
The REDP was jointly organised by Amik Matai Society and Seva Bharati, Arunachal to provide an opportunity for tribal women to gain self employment through these income generating activities. Trainings were imparted in Soft toy making, Glass painting, purse, fabric painting, Tie and Dye handkerchief, flower pot making and colour cloth flowers. The training concluded with the exhibition cum Sale of the products made by the trainees during the weeklong handicraft training.
Nearly 30 rural tribal women benefitted from the training program.
The organising NGOs will be organising the similar training program in large scale on account of huge demand for these type of trainings by rural tribal women of Tezu. The trainees are equipped now to provide additional income to their respective families through these home based activity.

DAPORIJO, Oct 3: Roji Nayam and Binju Mara of Blue Mount School, Daporijo won Gold medals in the Inter School Quiz Competition held at Singik Hall, Daporijo on the occasion of Gandhi Jayanti on October 2 last. Roji is in Class V and Binju is in class VII.

ITANAGAR, Oct 3: The Arunachal Pradesh Information Commission (APIC) while hearing the case No APIC 287/2011 has directed the office of the PIO/EE, PWD division, Yazali to pay compensation amounting to Rs 50,000 only under section 19 (8) (b) of RTI Act 2005 for the loss and other detriment suffered by complainant Neelam Topu. The compensation amount should be paid to complainant Topu within a period of three weeks from the date of order, APIC said.

I would like to invite the attention of the higher authorities towards the reckless and negligent driving inside our capital complex. We know roads here are in its best of worsen phase, beautiful craggy with hazardous pits and holes. Series of breaking points compliments the bad road condition, due to which traffic is chaotic. Driving in such condition is next to impossible. Specially the tracker drivers are quite escort. One can even enjoy their drifting and insane driving risking the lives of passengers sitting inside and others. As a result number of serious accidents took place in recent past.

Apropos to the comments published in your daily from 23rd Sept/2011 onwards, I would like to clarify the position on the comments of Phususa Yobin Liahey Ngwazah, Aphu.A. Yobin , Alvin Yobin and others.
Proposal for creation of park area initiated during 1965, though preliminary notification
proposing to constitute Reserved Forest was issued under notification No. A1416/46/23
Dtd. 7/7/48 and existing area of 1807 Sq.Km of National Park declared R.F during
1970 . The area was subsequently declared wildlife sanctuary on 2/10/72 and notified
as National Park and Tiger reserve during 1983. The whole area of National Park has

In fact 75 families of Lisu community actually encroached the Namdapha National Park before 1985 and 10 families after 1985 as per the verification conducted jointly by Administration & NNP authority of Miao which is an act of clear violation of the provision of wildlife protection Act 1972. In spite of that govt. has come up with two feasible options as compensations for rehabilitation of Lisu Community.
Now, as far as the land, in question, that has been earmarked for rehabilitation of Lisu families staying inside the NNP, it is hard to believe that Elvin Yobin of Bangalore gave misleading facts without confirming the exact ground position. The remark in brief was that the land for which the local tribals & Chakma communities have been fighting is the very land which has been offered to the Lisus in order to save Namdhapa just because govt could not fight with Chakmas anymore. Such type of remarks will only help in escalation of tension, mistrust among the communities still residing with harmony. In fact the earmarked location for proposed rehabilitation is 10/12 Km away from Miao. The location is at 3.2. Kms east from M’Pen check gate well within the reserve forest but out of the boundary of the NNP or the land owned by a tribal person having LPC. So, it is advisable that before passing any remark it should first be confirmed to avoid airing of misleading facts. Facts remain that in the course of discussions in meetings, the Lisu people in their representation submitted to Parliamentary Secretary (E & S) govt. of A.P sought for alternate land which is secure, protected and free from encroachment. They also demanded for the land to be free from domination of the other tribes and population. Thereafter only initiative for searching for land had been taken up constituting a committee headed by S. Roy, CO(LR). Accordingly the land was earmarked which is inside the reserve forest and fulfil all the stipulated condition sought by the Lisu people .The Singphos & Tangsa Community leaders showing wonderful gesture did agree with the proposal extended by the Administration to rehabilitate the Lisu families in the earmarked location.

A dumping ground of a road

The road from Ganga to Doordarshan colony is totally in shambles. We have the SP
(Capital), Directorate of Fire Service and SP (Security) Offices whose approach road
has become a dumping ground. It seems like anyone can come and throw anything here.
Not only garbage but also mud is dumped on the road and drainage, making it very
stinkingly slippery for vehicles and pedestrians. There is no doubt that the road
has been completely abandoned by the authorities. It would not be surprising if any
epidemic breaks out or any accident breaks out in the area. The efforts of authorities

More than we need
Dear Editor,
I will start with a very practical joke popular among many youths over here.
If we throw a one rupee coin from the sky to Arunachal Pradesh, it is certainly going to hit some President or Gen secy of some unwanted union.
This is serious issue, I expect The Arunachal Times to please enlighten more on this topic and please do not encourage this type of silly, unwanted, self generated unions etc.
I am not telling that all are not worth.
Yes we do need unions but we do not need money slackers, going home to home asking donation in the name of unwanted unions and spending it to themselves.
Youths are getting destroyed because of it. Present generation youths are more interested in this kind of activities rather than focusing on their career.

United Nations Food and Agriculture Organisation (FAO) said in a report that climate change will make water less available to produce food crops in years to come.
